Article I. Dynasty League Info
Section 1.01 General Info (a) League Name: (i) This League will be known as the Semi-Pro Football League (SPFL). (b) League Purpose: (i) The SPFL is a Fantasy Football Dynasty League, designed for the hardcore fantasy football fan and allows owners to become the closest to a real NFL General Manager as possible. The league is ran with the constant ideals of the NFLs current CBA and contains a salary cap and player contracts and all owners have the ability to retain players until the player is released or his contract expires. Player values are determined by preseason and regular season auction bidding as well as a set slotted rookie contract scale. The current salary cap for this league is $72,000.00.

(b) ProBoards Site (i) URL: semiproleague.proboards.com/ (ii) This page is run by the Commissioners and its purpose is to: 1) Track Rosters, Salaries and Contract status for up to 5 years in the future 2) Archive Trades, League Records, Rookie Draft Results and Positional Salary Archives for the purpose of defining Franchise and Transition Tags, as well as Holdout Player Values for each season. 3)Provide a forum for the League to communicate (iii) Email: semiprofootballleague@gmail.com 1) This address will be used for placing bids for the Blind Tag Auction and Supplemental Draft Bids. Article II. Franchise Ownership
Section 2.01 League Fees and Payouts
(a) League Fees:
(i) Fees are due on Super Bowl Sunday the Monday BEFORE Super Bowl Sunday for the following season. If your money is not in my hands by that date then you will forfeit all of your tags for that season. If the money is not received by Super Bowl Sunday then your team will be taken over by the commissioners until a new owner is found or the fees are paid.
(ii) The Fee schedule for the upcoming Seasons goes as follows:
1) 2011: $50
2) 2012: $50
3) 2013 and beyond unless voted upon: $100
(iii) Any further fee increases will need to be proposed and voted upon (67% to pass) by the league
(b) Payouts:
(i) Payout Schedule for the 2011/2012 Seasons
1) League Funds: 12 Teams x $50 = $600
2) CBS Fantasy Football Site Fee = Approximately $200
3) League Champion: $300
4) Runner-up: $100
5) Single Game High Score of the Year: removed from play until 2013 and money will be used for Jackie moon championship trophy
(ii) Payout Schedule for the 2013 Season and beyond. (This is modified due to the last minute Change in website)
1) League Funds: 12 Teams x $100 = $1200
2) RTS Fantasy Football Site Fee = Approximately $90 (For 2013 if I cannot get refunded from MFL then we will have to essentially pay this twice)

6) Division Winners: $20 each ($80 total) (This will be ignored for 2013 if MFL does not refund Money) 7) Points Leader for regular Season (wks 1 - 13): $50

Section 2.02 Owner Responsibilities (a) Commitment: (i) This is a twelve-team Fantasy Football League. Undoubtedly, over time some people will need to stop being owners for one reason or another. If you will not be able to manage a team in the following season, please notify the commissioner A.S.A.P. (no later than Week 17). This will help the league to find someone to take over your team for the upcoming season. (ii) As a new season officially begins at midnight on NFL Super Bowl Sunday, it is required that all league fees for the upcoming season be paid by the Monday prior to this date. If monies are not received by the Monday Prior to the NFL SuperBowl then you are taking the risk of losing your franchise to a new owner. There are already people waiting to join this league, so please don’t make us have to make the decision to replace you. (iii) Also, since draft position is determined by regular season finish, there may be a temptation to put less than your best team on the field at any point. As the season nears the end, the commissioner will review all complaints made by owners who feel an owner seems to have made questionable moves. It is up to the owners in the league to let the commissioner know of questionable roster decisions. When the commissioner has been notified of these, he will follow up and make a decision. If he feels that a team has purposefully put less than his best team in on any given week he will take away that team's 1st round pick. If that pick has been traded away, then the commissioner may choose other alternate but equal measures. (b) Participation: (i) There have been issues with owners not setting their lineups or replacing players on bye weeks with starting players on their bench. THIS IS UNACCEPTABLE. (ii) If for some reason you cannot make it to a computer, contact a commissioner to help and make sure your rosters are set and legit. We will not give advice on whom to start, so don’t ask, but will process any and all transactions you request if they are within the rules. (c) Failure to Set Lineup: (i) Effective 2012: In the event an owner fails to set their lineup, a series of actions will be followed by the league. 1) Failure to set your lineup will be defined as: leaving in your starting lineup, bye week players or players announced as inactive no less than 30 minutes prior to kickoff. We will use www.Rotoworld.com for their time stamped posts to avoid argument. 2) Last minute inactives or inactives that were unannounced or announced less than 30 minutes prior to game time on www.rotoworld.com will not be considered a violation. 3) If you have a player playing in a late game that is questionable and you have no replacement should that player be deactivated, then it is that owners responsibility to post on the league message board of their intentions of taking the risk, to avoid a violation. (ii) In the event of a violation the league will take the following actions: 1) 1st violation of Season: Warning posted to League Message Board 2) 2nd Violation of Season: $15 Cap Hit Penalty on the current season and the following season. 3) 3rd Violation of Season: $30 Cap Hit Penalty on the current season and the following season. 4) 4th Violation of the Season: League Vote on removal of Owner – 6 votes of 11 are required for the owner to be immediately removed from the league. If the owner is not voted out then an ADDITIONAL $30 Cap Hit Penalty on the current season and the following season will be levied. 5) 5th Violation of the Season: Commissioners discretion for immediate removal from the league. (iii) Should any of the Penalties described in this section result in an In-Season Owner Replacement then ALL of the Cap Room will be immediately refunded to the New Owner. (d) Communication: (i) It is important for there to be communication between the owners especially in the area of trades. It is understood that not all trade offers that are presented will be liked or that you may not get around to reviewing an offer right away. However it is only right to notify the other owner that you have received the offer and need to review it still, reject and offer a counter offer, or simply let them know you are not interested. This is very important so that we may maintain league integrity at all times even for those teams that are out of the playoff race. If an owner is not willing to get with this program then it will be the commissioners’ duty to begin looking for new team owners. As the league winnings increase from year to year only serious owners will be involved in earning those payouts…no exceptions. (ii) League Message Board - semiproleague.proboards.com/ 1) The League Message board now has specific Threads to be used strictly for official communications related to Messages from the Commissioner, trade and contract announcements, transactions and other subjects of this nature. 2) All other communications should be done through the League chat available at the bottom of the ProBoards page or through the General Board. (iii) League Vote 1) Any items brought up to the league to be voted upon will only pass with a 67% yes vote or greater (unless otherwise specified). 2) The length of time that a vote will be posted for will be announced at the time of the vote and if you have not voted by this time then your vote will simply not be counted. 3) The item will be passed or vetoed based on the percentages of people who actually voted. 4) Please understand that while there are countless ways for us to change both the league scoring or roster configuration, to maintain stability, the commissioners have decided that only one roster or scoring change may be passed and implemented in a 3 year period. a) This means that should a change to the league scoring occur then 3 seasons must pass before another change may be installed; Roster sizing and changes are considered separate but follow the same guidelines, so that changes cannot be done more than once every 3 years. b) Special circumstances may arise where high demand from the league requires a vote within this 3 year period; during these instances a Unanimous (100%) vote is needed to pass the change as opposed to the usual (67%) requirements. (iv) As a condition of being an owner in this league your phone number will be posted on the league site. If you are not willing to have other team owners call/text you then this will be considered a lack of participation. If anyone has certain time restrictions for calls/texts just post those concerns and the numbers and restrictions will be listed in the commissioners section on the League Page.

Section 2.03 AL DAVIS RULE/PROBATION:
(a) The Semi-Pro Football League is a league designed for extremely competitive and competent owners who have both the time and knowhow to compete each year to contend for a title.
(i) The commissioners take an extreme amount of pride in this league and the time that is spent progressing this league and maintaining parity is something the commissioner’s offices takes pride in. The rules have been designed for even the worst of teams to be able to work the “NFL GM experience” and create a competitive team within a few years of ownership.
(ii) After some extreme discussion the Commissioners have enacted a plan to prevent future owner issues and to lay the groundwork in the event an owner is removed or decides to leave for their own reasons. This league is not typical and having a team that needs to be replaced will be tough if the replacement owner has left a bag of shit to work with and the buy in is $100 per head.
(b) There will be two methods, Probation and the “Eighty Sixed Vote”, used to help eliminate any issues with current owners and to allow for the league to objectively vote on an owner replacement in the future.
i) Probation - The consequences of probation will be:
1) Current and New Owners will be required to pay the normal current league fee AND a Non-Refundable 50% payment toward the following years league fee to maintain ownership in the league
a. This 50% payment will be saved and applied toward the following year’s league fee. Probation violations will be officially in effect immediately following the NFL Super Bowl Sunday but any owners in violation will be notified by the commissioners as soon as we are aware of upcoming violations and the 50% payment MUST be made with the current league fee before the NFL Super Bowl Sunday deadline.
b. Should you voluntarily leave the League or should you be voted out (see 86Rule below) this 50% payment will be put towards the League Fee of the replacement owner. This is to allow us to find new owners willing to take over a squad in need of rebuilding without having to fork out full payment. If you are not happy with these rules please let us know immediately and we will refund your 2011 league fee and find a replacement owner before the 2011 OFAA for your team, after the 2011 OFAA you will be required to understand and accept these rules
2) Current and New Owners will be under a trade restriction that will not allow the commissioners to process any trade involving the probationary owner until voted on by the ENTIRE league and passed with a majority vote of 6 votes
a. Because there is an even amount of teams, and majority will need an odd number of votes to allow for a majority, the two owners in agreement of a proposed trade will count as a single combined vote of YES
i. This will leave 10 owners to vote with 5 or more YES votes creating a majority and allowing trades to process
b. ALL owners NOT involved in the deal will need to post their vote on the League message board by approx 8pm on the second day after the trade processes
i. Any owners posting a NO vote will also need to post a legit explanation for the reasoning of disagreement and I expect this to be for informational purpose only, so the trade partners know what direction to move in if they would like to attempt an additional trade involving the same players. We do not need a war of words debating the reasoning and will not tolerate childish arguments about this.
ii. Any owners that do not Vote within this period of 8pm the second day will be subject to a warning for the first yearly offense and any additional offenses will be $5 cap hit penalties for the current and following seasons.
c. The commissioners reserve the right to elect to allow the trade if arguments presented are not legitimate and the trade is sufficient.
i. This action will only be taken if it is obvious others are blocking trades for their personal gain.
3) Violations that result in probation are as follows:
a. Any team that has finished in the bottom 25% of the league (10th – 12th), for 2 consecutive years;
b. Any team whose roster is below 50% of the active current roster limit following the NFL Super Bowl Sunday changeover (Ex: If the max number of active players for the following year is 25 then you will need to have 13 total players AFTER the league season changes over….practice squad players will count toward the total but the PS limits do not);
c. Any team who is below $200 Salary Cap;
d. Any teams whose players salary to cap ratio exceeds $40 per player (ex. if you own only 10 players and their combined salary exceeds $400 then this will result in probation).
4) Once an Owner is placed on probation it will be effective for the entire season and to be removed from probation a team must finish outside of the bottom 25%(10th – 12th) for that season and/or be in compliance with the other violations discussed above for the following season.
5) If a team falls back into the bottom 25% or falls in violation again the following season after coming off probation they will be automatically in violation again and will once again be placed on probation.
6) After 2 consecutive seasons outside the bottom 25% and in compliance with the other violations, probations rules will be normal again. 7) Anyone who becomes in violation of probation rules will immediately be notified and will have two weeks to get back in compliance with the current rules. After that they will be immediately placed on probation and will have two weeks from the start of probation to pay there 50% prepayment for following season's league fee. If monies are not received within those two weeks then the commissioners will begin a new owner search. If a new owner is found and worthy then you will be replaced immediately. PLEASE DO NOT FORCE US TO HAVE TO DO THIS.
ii) “Eighty Sixed” Rule:
1) The consequence of this rule will consist of a league vote to decide whether or not you will be able to retain ownership of your team. This vote will take place the Wednesday following week 16 and will last until the Sunday of week 17. This vote will be silent and majority rules with only 11 votes being cast as the violating owners’ vote will not be considered. All votes will need to be sent to the League email to make sure the commissioners know that everyone votes.
2) 6 “Eighty Sixed” votes are all that is necessary for replacement but ALL OWNERS MUST VOTE ON THIS….. After the removal from the league occurs the commissioner’s office will gladly inform the violating owner of the votes if they choose to know but only AFTER they have been removed on the league website.
3) Violations that result in an “Eighty Sixed” vote are as follows:
a. Any team that has finished in the bottom 25% of the league (10th – 12th), for 3 consecutive years;
b. Any team that has finished in the bottom 25% of the league (10th – 12th), for 5 of 7 consecutive years;
4) If you are not voted out by the league members in the first “Eighty Sixed” year you will still be in a probation period and if you finish in the bottom 25% again the next season you will be up for vote again by the league.
(c) Commissioners Clause (i) The League office retains the right to remove an owner from the League at anytime. This right will however be reserved for extreme circumstances where no other course of action would be sufficient.

Section 2.04 New Owner Replacement:
(a) In the event of an owner replacement because of an owner choosing to leave or an “Eighty Sixed” vote the commissioners believe it is in the best interest of the league to provide the replacement owner some benefits if they are taking over a team, in order to be competitive. This will also help us to entice a new owner if the team to be replaced sucks and the league fee is @ or above $100.
(b) All new owners will receive these benefits:
(i) If you do not already own a first round pick, you will receive a compensatory first round pick @ the end of round 1 in the upcoming rookie draft
a) If you already own multiple first round picks after taking over a team that will constitute a full complement of picks, then no additional picks will be awarded or should you own more than 5 total picks and at least 3 of them are in rounds 1 and/or 2.
b) If multiple new owners are joining @ the same time, the first to pay their league fee will be awarded the earlier of the pick and all OFFA draft compensatory picks will be awarded before any new owner picks
c) If you already own more than 5 rookie draft picks your latest pick will be removed in place of the compensatory pick awarded
d) This method will continue for rounds 2, 3, 4, and 5 until you have been awarded a maximum of 5 rookie draft picks.
e) If at any point 5 picks are owned in consecutive rounds starting in round 1, the compensatory pick evaluation process will end.
(ii) All future cap hit penalties accrued by the previous owners will be void and deposited back into your salary cap
a) If an in-season owner change happens all current cap hits will still be enforced for the remainder of the season
(c) Owners benefits who have replaced teams that finished in the middle 4 of the final standings the year prior AND in the bottom 4 two years prior will be:
(i) All benefits described above and:
(ii) An additional franchise, transition and restricted tag
(d) Owner’s benefits who have replaced teams that finished in the bottom 4 of the final standings the year prior AND not in the top 4 two years prior will be:
(i) All benefits described above and:
(ii) A Player Contract Dissolve
(iii) All additional players that are signed for 2 years or more AND over 120% of the franchise value will be allowed to be re-renegotiated @ the 120% of franchise value
a) The players contract lengths cannot be extended but if they are longer than 2 years they can be reduced to 2 years
(e) Owner’s benefits who have replaced teams that finished in the bottom 4 of the final standings the year prior AND in the bottom 4 two years prior will be:
(i) All benefits described above and:
(ii) A one season $50 Salary Cap increase
(f) Owner’s benefits who have replaced teams that finished in the bottom 4 of the final standings the year prior AND in the bottom 4 two years prior AND in the bottom 4 Three years prior will be:
(i) All benefits described above and:
(ii) An additional one season $50 Salary Cap increase
(g) After careful consideration it has been determined by the Commissioners that there will be a one week freeze on trades involving the new owner. This is to allow the new owner some time to become acclimated with the league and other owners, as well as give all existing owners the opportunity to contact the new owner.
(i) While negotiations between owners can exist during this period, trades cannot be accepted during this period.
(ii) Should a deal involving the new owner be accepted during this period, the deal will be immediately vetoed and the terms of the vetoed deal will be posted on the League Message Board.
(h) All new owners whose teams are in violation that result in probation will still be required to pay the 50% Non-Refundable fee but will have three full seasons to rebuild before they can be “Eighty Sixed” voted

Section 3.02 Rosters(a) Overall and Positional Roster Limits: (i) Check RTS Website for all Roster Info (b) Injured Reserve: i) Owners may place 9 players on injured reserve, but only in the event that the player is actually placed on the NFL team’s injured reserve (as noted by www.nfl.com or that player’s official team website). (ii) The player's salary will still count against your cap. However, this will free up an extra roster space for your team. (iii) You may also place on the injured reserve a player who begins the season on the PUP list or has been suspended for the rest of the regular season. 1) Once the PUP player is removed from the PUP list that player will immediately be placed back on the teams active roster and it will be up to the owner to ensure the team’s roster limits are maintained. (iv) Players on injured reserve or suspended for the rest of the season may not be acquired during the season via trade or free agency, regardless of whether one of our managers have them on their team or not. (c) Exceeding/Under Roster Limits: (i) If you make any transaction that puts your team over or under the predetermined roster/positional limits your roster is deemed illegal and will score zero points if not corrected by game time.
(ii) You will have 24 hours to make the corrections needed. If this is not accomplished then you will incur a $500 cap penalty effective immediately on this season, and the following season (Starts in 2011).
(iii) This will penalty will continue to accrue until the correction is made at $500 per day per player over the roster limits.
(iv) The Under Roster Penalty is not enforced after the Championship Game, and it goes back into effect following the completion of the Offseason Free Agent Auction (OFAA). (d) Practice Squad (PS): (i) Effective immediately after the 2011 Rookie draft
(ii) Each team owner will have the ability to place and maintain a maximum of up to 5 players on their practice squad 1) To be placed on the PS, players must be rookies and must have been drafted in the 3rd, 4th, 5th, or 6th round.
2) PS players must be announced on the website before the OFAA roster freeze.
3) The maximum time a player can remain on the PS is 3 years.
4) Once a player is removed from the PS they cannot be placed back on the PS.
5) The player's salary will not count against your cap. This will free up an extra roster spots for your team while allowing you the ability to wait for your later round picks to pan out.
6) A contract length should not be announced at this time. You will announce contract length following the placing of the practice squad player on your active roster, with the usual maximum of 5 years. Minimum lengths are dependent on when the practice squad player was removed from the Practice Squad (see below). (iii) All 3rd, 4th, 5th, and 6th round non-PS rookies carry a value of $100 with no contract but if you choose to place a player on the PS this value will change if or when you choose to move a PS player to your active roster or bench. 1) The following pay scale is set for early activation from the PS a) First year PS players moved will hold a salary of $600 with a 3 year minimum contract. b) Second year PS players moved will hold a salary of $500 with a 2 year minimum contract c) Third year PS players moved will hold a salary of $400 with no minimum contract d) After the third year they will then have the $100 value with no minimum contract. 2) Any PS player can be cut @ any time without penalty as long as they haven’t been moved to your active roster. (iv) You can trade PS players in any combo of a trade and as long as the new owner moves them directly to their PS they will maintain PS status. 1) All PS players maintain their original PS start date even after trades and will only be allowed to remain PS 3 years from PS activation. (v) A player that is on the practice squad at the end of the season that becomes holdout eligible must be removed from the practice squad during the offseason where the owner must do one of the following: 1) They may release the player into free agency. The original owner may still receive a compensatory pick in the upcoming ofaa per holdout rules. 2) They may sign the player to a holdout contract for a minimum of two years at a value of 50% of the current franchise value or 55% if the player was not originally drafted by that owner. 3) They may hold the player on their active roster unsigned per normal holdout rules. The players contract will be 5 years for $100. Normal holdout rules apply at this point. (vi) You are able to maintain a maximum of 5 players on your PS. The penalty for going over the maximum or placing a player who is ineligible to be placed on the PS will be a $1000 per day per player penalty hit effective on the current season and the next season. 1) Of the 5 spots you have available for the PS you are able to hold a maximum of 4 Offensive Players 2) There is no maximum to the number of Defensive playes you may have on your PS (vii) If you go over the maximum number of players for the PS your roster will be considered illegal and will score 0 points for that week’s matchup unless the situation is corrected by kickoff of the first game of the week. (viii) If you have an ineligible player on your PS at any point between a week’s first and last games your roster will not be considered illegal, however regardless of the outcome of your matchup that week you will still be credited with a loss. 1) This means that if you beat your opponent they will take the loss but you too will be credited with a loss that will be taken into account when it comes time for the final standings to be decided. (e) Multiple Position Eligibility (i) The new League site (MFL) determines its player position eligibilities based off of Rotoworld’s Fantasy Depth Charts. As these change MFL updates their player positions accordingly. This can cause a player to switch its position of eligibility after that player was drafted or picked up at auction. An owner may be very happy to acquire a certain player at one position but may find them less desirable at another. In the interest of fairness the commissioner’s office has established the following guidelines to allow for multiple position eligibility for these players. (ii) After a player has been drafted, acquired through AUCTION or blind bidding process, and its eligibility has been changed by mfl, that player will be given eligibility at the new position as well as at the original position. 1) This multi-position eligibility will remain with said player for the remainder of its existing contract.
2) In the case of practice squad players, if a player is given multi-position eligibility while on the practice squad this player will maintain this eligibility after he is promoted to the main roster and until completion of his contract on the main roster.
3) Any changes to a player’s contract i.e. Holdouts, renegotiations, or the use of any tags, etc., will negate the multi-position eligibility and that player will then be given the default position as determined by MFL. (iii) It will be the owner’s responsibility to recognize the position change by MFL and formally request multi-position eligibility by posting in a, to be created, Message Thread on the Message Board that will be titled: “Multi-Position Eligibility Requests”. 1) After a request has been made in the message thread the commissioners will verify the position has occurred and make the necessary changes.
2) At this point the owner will have the ability to change the eligibility of its player between the ones requested by clicking on the “For Owners” drop down menu at the top of the webpage and selecting “Change My Players Position” (iv) At the end of the players current contract his eligibility will revert to the default position as determined by MFL.

Section 3.03 Divisions
(a) General Info:
(i) The league will have 4 Divisions with 3 Teams in each Division as long as the league maintains 12 owners.
(b) Re-Alignment:
(i) To avoid having top heavy or down and out divisions year after year, divisions will be realigned each year.
(ii) Each Season the four divisions will be determined by the previous year’s overall points scored for the regular season (Weeks 1- 13).
1) The teams that finished 1st, 5th & 9th will make up the Love Me Sexy Division Jackie Moon Division
2) The teams that finished 2nd, 6th & 10th will make up the We Can’t Feel Our Arms Division Dick Pepperfield Division
3) The teams that finished 3rd, 7th & 11th will make up the Flints Favorite Son's Division
4) The teams that finished 4th, 8th & 12th will make up the Jive Turkey’s Division

Section 3.04 Player Contracts and Salaries
(a) Contracts:
(i) Player contracts run 1-5 years, at the owner’s choosing. Contracts always follow the same format.
(ii) Year 1 they are at the base value (either their drafted value, free agent bid value or rookie slotted scale value).
(iii) Each successive year a player is signed after year one, they will receive a 10% raise rounded down to the nearest dollar.
(iv) Players have minimum contract requirements of 1-3 years depending on their situation (Drafted position, franchise and transitional players and restricted free agents)
(b) Salaries:
(i) Player Salaries are determined by several manners. Either through pre-set values from the Rookie Draft, Offseason Auction Bidding, In-season Auction bidding, or through the use of one of the “Tags”
(ii) The Rookie Draft is discussed in Article IV Section 4.05
(iii) Offseason Free Agent Auction (OFAA) is discussed in Article IV Section 4.06
(iv) In-season Free Agent Auction Bidding (FAAB) is discussed in Article IV Section 4.07
(v) Tags are discussed in Article III Section 3.06
(c) Salary Cap Penalties:
(i) Releasing a player from his contract before the contract has expired leaves a cap hit penalty
1) After the player’s team has played its week one game of the current NFL season they will take a 5% hit on the current season. 2) All future seasons will receive a 20% cap Hit 3) This includes any players traded for or acquired through the FAAB.
a) For example….if V. Jackson was on a deal with 3 years remaining, paying him $10 this year, $11 in 2011 and $13 in 2012, and you cut him before that players first game in week one, you would take a 20% cap hit of $2 the current year, $3($2.20 rounded up) in year 2 and $3(2.60 rounded up) in year 3, if he was on your roster for his first game of the season of the deal, you would only take hits of $3 in year 2 and $3 in year 3 and a $.50 hit for the current season.
i. CAP HIT: is money taken off of the available salary cap for each season a hit has been enforced. (Ex. If you had an empty roster and there was a cap hit(s) imposed for that season you would have a $600 starting cap minus the cap hit(s) enforced to work with.)
(ii) Exceeding the Salary Cap
1) If you make any transactions that place your team over the salary cap your roster is deemed illegal and will score zero if not corrected by game time and it will result in a loss.
2) You will have 24 hours or kickoff of the first game played to make the corrections needed. If this is not accomplished then the commissioner will take it upon himself to remove the single player that brings you under the salary cap, taking no consideration as to contracts or Fantasy Production.
3) Cap Hit Penalties still apply in this situation.
(d) Retirement:
(i) Offseason releases present some special issues as to whether or not a cap hit will be incurred.
(ii) Due to the nature of the NFL, sometimes it is impossible to tell if a player might be retiring (or if it’s B. Favre impossible to tell if he might come out of retirement).
(iii) If a player retires, you do not have to release them (you can keep the player in hopes that they UN-retire)
(iv) If you should choose to release a retired player, you will not incur a cap hit if the player is cut after the training camp starts (specific to the team the player is on, not the first team to open camp) and @ the time of you releasing the player he hasn’t chosen to rejoin the NFL team or another NFL team.
(v) If a player is cut from your roster before the opening of training camp, they will take a cut for remaining years regardless of status. This applies throughout the season until rosters freeze after the season is over.
(vi) Retirement will be: any player that announces his retirement for any reason including injury, declining skills, narcolepsy etc.
(vii) I will attempt to keep track of this, however I am making a disclaimer right now, if I accidentally impose cap hits that I shouldn't based on these rules it is completely each managers' responsibility to inform me if they believe that a player they have dropped is eligible to avoid the cap hit.
(e) Renegotiation:
(i) Players may only be renegotiated during the offseason of the final season of their contract.
(ii) They may be renegotiated at any time between the day after the NFL Super Bowl and before the beginning of the regular season (other than the week-long roster freeze before the auction).
(iii) They may only renegotiate if they have played at least 3 seasons in the NFL.
(iv) Any renegotiation will be at a minimum of 3 years and a maximum of 5 years. This also provides an immediate raise for players, NOT AN EXTENSTION.
(v) There will be 2 levels of renegotiation. The higher level is 80% of the franchise number, the lower level is 80% of the transition level.
1) LOWER LEVEL RENEGOTIATION will be allowed:
a) If the player hasn’t statistically finished in the top half of starters at his position (i.e. 1-6 for QBs, TEs, Ks, 1-12 RBs, WRs, DLs, LBs, and DBs ) in either of the two previous seasons.
b) If the players renegotiated value (80% of transition) will not be less than his current salary plus 20%
2) HIGHER LEVEL RENEGOTIATION will be allowed:
a) If the players renegotiated value (80% of Franchise) will not be less than his current salary plus 20%
b) Any player may be renegotiated at the higher level.
(vi) If the player’s current salary plus 20% is greater than the Higher Level, the player can still be renegotiated at the current salary plus 20%
1) The benefits of this are that it avoids players hitting free agency, and is cheaper than franchise and transition tags, plus, whereas with the tags you can still lose the player potentially, with renegotiating you cannot. The drawback is that it is an immediate raise, as well as locking them up for more years which could hurt if you need to cut them.
(vii) The Franchise and Transition values used for renegotiation will be previous year’s end of season”locked” values. This is important to note because following the OFAA the values “unlock” and become fluid based on player add/drops for the season. Even though the values are unlocked at this point, for the purpose of renegotiation the value remains the previous seasons “locked” value.
1) Ex.: In 2011 the Franchise value for running backs locked at $100…if after the 2012 OFAA that value then changes to $105…the value used to renegotiate a RB prior to the start of the 2012 season remains $100.

Section 3.05 Holdouts
(a) General Info:
(i) At the end of the fantasy season, Completion of Week 16/Semi-Bowl, the commissioner will analyze fantasy stats and salaries to determine if there are any holdouts. He will do so ASAP after week 16 is complete.
(ii) Any player whose end-of-year stats place him in the top half of starters at his positions (i.e. 1-6 for QBs, TEs, Ks, 1-12 for RBs, WRs, DLs, LBs, and DBs.) is subject to examination as a possible holdout candidate.
(iii) If any of these players is making less than 1/2 of the franchise tender salary he is deemed to be a “holdout” player. Holdout players will demand a Year 1 base salary based on the number of years remaining in their original contract. a) If the player has 1 year remaining on their contract they will demand 75% of the franchise salary,
b) 2 years 70%,
c) 3 years 65% and
d) 4 years 60%.
(iv) Beginning with the 2013 Draft Class, when the Holdout rules apply to a player that is on the team it was "originally drafted by", a different scale is used to determine the Holdout asking price:
a) 1 year remaining: 65%
b) 2 years remaining: 60%
c) 3 years remaining: 55%
d) Any traded players will default to the original holdout scale. This new rule is intended to allow owners who were smart enough and be patient with their rookies to be able to keep them at a more reasonable price.
(v) A player that becomes a holdout is no longer required to be kept for the original years of his contract but if the owner chooses to retain the services of the player at his new price, they must offer at least a 2 year deal and up to 5 years.
(vi) The number of years of a holdout player’s NEW contract has no bearing on the year 1 base salary. This is determined strictly based off of the remaining years of the ORIGINAL contract.
(vii) Holdouts may be cut, signed, or traded anytime up until the week before the OFAA or held onto at the old salary into the New Year.
a) If you hang onto a holdout and do not sign him before the OFAA you may not start him until you sign him to a holdout contract. He will cost you a roster spot and his old salary will count against your cap. EFFECTIVE 2012 SEASON: You may not sign or drop the player until the Wed after Week 4. Also he must be signed by the trade deadline if you want to start him that year and may not be dropped after the trade deadline if he remains a holdout.
b) If you trade the holdout player, before or after the OFAA, the player is transferred "as is" i.e. a new contract does not need to be signed before the player is traded and all holdout restrictions transfer to the new team.
c) If the player is held onto the entire year, then the next offseason you have the option to sign him to the holdout deal (will cost more as he will have one less year left on his contract) or cut him before the OFAA roster freeze deadline (no compensatory picks will be awarded for these players). You may not keep the player at his old salary into a 2nd season after holding out. If the player does not have any years left on his contract after sitting on your bench the entire year, then he becomes a free agent and is subject to free agent rules, and no tags will be allowed.
d) Owners who choose not to pay the player at his new demand can release the player to the free agent pool with no cap hit imposed. In that event, the owner cannot designate the player as a franchise player, transition player or restricted free agent.
(viii) There will be compensatory picks granted to teams who are not able to (or choose not to) sign their holdout players, in some cases.
a) A Holdout must be on the team’s roster going into the Playoff Roster Lock period for that team to be eligible to receive Holdout Compensation.
b) The Holdout’s owner receives a 1st round compensatory pick for the following years Rookie Draft if the Holdout player goes at auction for the Greater of either:
1) the Positional Franchise Tag Value or
2) $2000
c) The Holdout’s owner receives a 2nd round compensatory pick for the following years Rookie Draft if the Holdout player goes at auction for the Greater of either:
1) the Positional Transition Tag Value or
2) $1000
d) The Holdout’s owner receives a 3rd round compensatory pick for the following years Rookie Draft if the Holdout player goes at auction for the Greater of either:
1) 50% of the Positional Transition Tag Value or
2) $500
e) Compensation is not cumulative, the Holdout’s owner will only ever receive One(1) compensatory pick per Holdout player.
f) No compensatory pick is given if the holdout player goes at auction for less then 50% of the Positional Transition Tag Value.
g) If there are multiple compensatory picks issued, the order of the picks will be determined by the value of the player’s original salary (ex. If player A was worth $1 and Player B was worth $5 and both award their owners with 1st round compensatory picks. Owner of player A will receive the earlier pick. If both players had the same contract the team that finished lower in the standings the previous year will receive the earlier pick)
h) If the original owner of the Holdout Player wins the player at the OFAA, then no compensatory pick is awarded.
(ix) The Holdout Values will be adjusted twice annually following the completion wk 16 and once again following the completion of the OFAA.

Section 3.06 Tags (Franchise, Transition and Restricted)
(a) General Tag Info:
(i) Each offseason you will have the choice to use one of each of the Franchise and Transition Tags. There will be two (2) Restricted Free Agent Tags, one to be used for Offensive Players only and one to be used for Defensive Players only.)
1) The Franchise, Transition, and Restricted tag designations must be made, via email, by the Tag Deadline (48 hours after the NFL Super Bowl by noon).
(ii) The commissioner will let each manager know what players he may place various tags and designations on, along with the cost of doing so sometime soon after the season has ended. These will be posted in the appropriate thread.
(iii) The monetary value for Franchise, Transitional and Holdout Players are available on the League Proboards website and these values are adjusted twice yearly…once following the completion of WK 16 and once again after the OFAA.
(iv) You must announce your designated Tagged players in the appropriate thread by the deadline. An email will need to be sent to semiprofootballleague@gmail.com with your respective players by the deadlines or between the dates provided in certain situations.
(v) All franchise and transitional players announced will then be available to have a Blind bid placed on them. Owners will have 48 hours one week to put in a “Blind Auction Bid” for those players. The Blind Tag Auction is discussed in greater detail in Article IV Section 4.04.
(b) Franchise Tag:
(i) During the offseason, a team may choose to retain one of its free agent players by using an available franchise tag. If the team chooses to do so, the player signs a 2-5 year agreement with the player at the terms listed below:
1) Year 1(Base Salary) of new contract: When you franchise a player, you’ll pay either the average of the elite-paid players at his position (top 6 QBs, TEs, Ks, top 12 RBs, WRs, DLs, LBs, and DBs), or his previous year salary plus 20%, whichever is higher.
2) Year 2 and beyond of new contract: Follow the same rules for raises as mentioned above in Player Contracts.
(ii) Other Owners will then have the opportunity to place blind bids on Franchise players in an attempt to steal them away.
(iii) To successfully outbid the owners Franchise contract, not only does the base year need to be worth more, but the contract must be at least as long as offered by the current owner.
1) The current owner will then have the option to match the bid.
2) If the current owner matches the highest bid offer they will retain the player @ the highest bid amount, including contact year length and receives no compensation.
3) If the current owner does not match the outbidding owner, the highest outbidding owner MUST ……
a) ……Compensate the current owner with a 1st round pick (#’s 1-6) in the next rookie draft or if the team only has a 1st round pick outside of the top 6(#’s 7-12), they must also give up their next season’s 1st Round Pick.
i) If an outbidding owner has multiple picks inside the first round (#1-6) or multiple picks in the first round(#7-12) the outbidding owner will have the choice of which pick to give up but.......
ii) ……..in the event the outbidding owner can meet both the first round (#1-6) or the first round (#7-12) plus next years 1st round pick it will be required that the outbidding owner give up a first round (#1-6) unless both the current and the outbidding owner agree on compensation.
a. All compensation agreed upon MUST fall under the guideline discussed above in (3a) for league approval
4) To become the outbidding owner your bid MUST be…..
a) ……the contract offered with the highest average per year salary
i) Mathematical Equation for Highest AVG per year salary is: (Total Salary of all years in contract (includes 10% increases)/contract length).
5) If two owners place the exact same winning bid on a franchise player the team that can AND does provide the earliest first round draft pick will win the bid
6) If the Owner who outbids does not have the required picks in the current draft to complete the deal he will not receive the player and will lose his next earliest 1st round draft pick for being an ass and making my job harder.
7) If a player has not paid his league fees and does not have a pick of 1-6 then he will not be eligible to place a bid as his next seasons picks are not made available until Fees are up to date.
8) Any offers for Franchise players cannot be rescinded…..do not make an offer if you are not willing to pony up the contract you offered.
(c) Transition Tag:

(ii) The player will be released to the free agent pool, but if this player is bid upon at the free agent auction, the team holding the RFA’s rights can match the highest auction bid for that player and retain his services.
(iii) Upon the conclusion of bidding for that player, the RFA rights-holder must immediately declare, during the draft, his intention to match the auction price. The rights-holder may not violate any rules (such as salary cap or roster restrictions) in retaining the RFA.
(iv) If the player is not bid upon at the free agent auction, the RFA rights-holder relinquishes any rights to the player.
(v) If an owner does not have the available cap space to match the auction price then their attempt to retain will be denied.

Section 3.07 Trades
(a) Player Trades:
(i) Teams are allowed to make any trade that does not violate the team’s roster restrictions or current-year salary cap.
1) If a trade does put you over your roster or salary limits you must also drop a player to make the appropriate room.
2) If you are under the minimum roster constraint after the trade, you will be given 24 hours after the trade is processed to bring your roster up to the minimum limit of 21.
3) Trades that violate future year salary caps are considered valid but in that event, the owners will need to reconcile their roster during the offseason.
(ii) Trades cannot be made with players that do not have contracts.
1) A player under a 1 year contract is still considered under contract. This rule means if you are thinking about trading a player that is a free agent obviously it is not allowed. There are some circumstances where you may expect to receive a Free Agent player back through Tags and managers may discuss trades regarding these players and even request that the current owner put a certain length of contract on the player but until that player is under contract they cannot actually be traded.
(iii) Trades are allowed from the completion of the tag auction to kickoff of week 11, except during the 1 week roster freeze before the OFAA.
(iv) All trades will be processed under the guidance of both the league Commissioner and Co-Commissioner we hold the rights to veto any trade that does not maintain league integrity.
1) Please understand there will be some flexibility because this is a more complex league than a normal re-draft league. If a team who is out of contention for the current season chooses to trade away a “STUD” player for prospects, draft picks or players with good contracts these trades WILL probably be processed as long as the compensation is legit.
(v) Any player who is traded maintains ALL contract status that has been negotiated with the previous owner along with any future cap hits that may occur on a drop!!!!
(vi) There will not be a re-negotiating period on traded players until they reach the requirements under Article III Section 3.04 (e) Renegotiation.
(vii) Owners cannot plan on trading players back to their original owner after any specified period of time. In other words, no one week trades of players that you weren’t going to play anyway, just to get them back for the rest of the season.
(b) Draft Pick Trades:
(i) The only draft picks that can be traded during the season are the ones for the upcoming draft. During the offseason you can make trades for the draft of that offseason and the next one.
(ii) ALL PLAYERS involved in trades will process through the league website, if two owners include draft picks within a trade they will need to notify the Commissioner of their intentions ASAP AFTER the trade has been accepted and posted on the leagues transactions page. The Commissioner will then make his decision on whether the trade is legit and process the swap of players and will record the traded draft pick info for future processes.
1) The reason for this is that I do not want to know about anybody’s trade offers, unless I am involved, until AFTER they are complete.
(c) Absorbing Player Salary:
(i) It is allowed for teams to Absorb cap dollars of a player that is being traded to help get a deal done with some limitations:
1) You may only absorb salary cap dollars within the season that the player has been traded in. Future years Cap dollars are not eligible for use in trades.
2) There is a max of 75% of the salary of the player being traded that is allowed to be absorbed by the original owner.
(d) Trading Drafted Players:
(i) If you plan on trading a drafted player before the OFAA, their contract status must be announced before the trade is processed.
1) Once the player is traded the new owner CANNOT change their contract status for any reason
2) You will NOT have the ability to trade the “rights" to the picks of rookies. You can discuss trades of rookies with any other player in the league but in order to process a trade you will have to transition the rookie on to your roster before trades can be made.
(e) Conditional Draft Picks; Loophole Closed:
(i) In order to uphold league integrity and prevent any unnecessary arguments, the commissioners have decided to close a conditional loop hole. Conditional picks have become something that most members have begun to take advantage of but some things have came to light that would not be beneficial for the league or the owners if they were to take place
1) Starting in 2012 conditional trades may only be negotiated using picks owned at the time of the negotiation.
2) Potentially owned picks may not be considered when making a trade.
3) ALL info for the conditional trading must be included in the trade comments block and include ALL involved players and/or picks
4) ALL picks involved must be referred to as earlier, middle or later pick if the owner owns multiple picks in the same round, or the second earliest or second latest if the owner would happen to own 4 picks or more in one round any trades that do not use this vocabulary will be vetoed…..the commissioners do not know what u may or may not mean and will not take liability for misinterpreting the trade offers if these methods are not used.
5) Any involved picks of a negotiated deal that have conditional basis for trade will need to be included in the trade proposal and will not be processed unless future deals do not conflict with existing conditional deals already accepted and processed
a) Any future deal that is in confliction of an existing deal will be reviewed and vetoed by the commissioners and team owners notified and they will then have 48 hours to re-negotiate before the commissioners announce the vetoed deal to the rest of the league
b) This is to give owners the ability to negotiate again without league interference and the reason commissioners will announce the in-violation deal is to help educate others on the situation
c) If teams are in violation for a second consecutive deal the 2 day grace period will not be provided
(ii) Teams may reserve the right to make handshake agreements with other owners, but these agreements will not be acknowledged by the commissioners or processed unless the future trade is in no violation or is not unbalanced
(e) Trade Limits (i) STARTING THIS SEASON (2013) SEMI-PRO FOOTBALL LEAGUE WILL BE IMPLEMENTING A TRADE LIMIT
(ii) EACH TEAM WILL HAVE AN OVERALL TRADE LIMIT OF 12 PER TEAM TOTAL AND YOU WILL ONLY BE ABLE TO TRADE WITH THE SAME PARTNER A MAXIMUM OF 4 TIMES A YEAR
(iii) For 2014 and beyond THIS NUMBER WILL DROP TO 10 WITH ONLY 3 TRADES BETWEEN TEAMS

Section 3.08 End of Season Awards/ Bonuses
(a) Most “Valuable” Player (MVP)
(i) A players “Value” is determined by the following equation: Players Fantasy Points while in the starting lineup through week 13 divided by current salary.
1) Ex. In 2011 Rob Gronkowski scored 221 points while in the starting lineup at a salary of $1 giving him a “value” of 221.
(ii) The owner of a player winning this award will receive a Salary Cap Bonus of $5 for the following season.
(b) Offensive and Defensive Players of the Year
(i) A player winning this award will have scored the most points while in a starting lineup through Week 13.
(ii) There will be a winner for both Offense and Defense.
(iii) The owner of a player winning this award will receive a Salary Cap Bonus of $5 for the following season.
(c) Offensive and Defensive Rookies of the Year
(i) A player winning this award will be the Rookie scoring the most points while in a starting lineup through Week 13.
(ii) There will be a winner for both Offense and Defense.
(iii) The owner of a player winning this award will receive a Salary Cap Bonus of $5 for the following season.
(d) These awards have been suspended indefinitely unless our current Webhost provides the ability to sort regular season stats by which players were starting and benched.

Article IV. Season Overview
Section 4.01 Calendar
(a) Offseason:
(i) Start of Offseason: Feb 15.
1) League Fees for the new season are also due Feb 15th
(ii) Tag Designation Deadline: Tag Deadline is Feb 15th
(iii) Blind Tag Auction: March 1st.
(iv) Rookie Draft: 2nd Sunday following the start of the NFL Draft. Unless otherwise decided upon by League Vote.
(v) Supplemental Draft: 3rd Friday prior to OFAA until following Sunday.
(vi) Resricted Free Agent Blind Auction: Mid June - July
(vii) Offseason Free Agent Auction (OFAA): Online Auction Draft which takes place the Sunday of the Second week of the NFL Preseason, excluding any Hall of Fame game.
1) Roster Freeze: All trades, contract offers, moves etc will not be allowed the week before the OFAA draft as there will be a weeklong roster freeze.
(b) Regular Season:
(i) Begins: On the Kickoff of Week One of the NFL Regular Season.
(ii) Trade Deadline is midnight on the Wednesday between the kickoff of week 11 and week 12 of the NFL Regular Season.
1) Trading resumes after the completion of the Blind Bid Tag Auction.
(c) Playoffs:

(a) Description:
(i) The” Offseason” is considered the period between the NFL Super Bowl and Week One of the NFL Season.
(ii) The “Offseason” officially begins at 12midnight on the Sunday of the NFL Super Bowl. This is the point at which the season advances and teams must become compliant with the new seasons salary cap. Players that are not under contract or have not been placed under a Tag will be deemed a Free Agent at this time. All relevant Salary Cap Hit Penalties will be put into effect at this time and will have an immediate negative impact on the current seasons salary cap following season advancement.
(iii) Teams have 48 hours from midnight of Super Bowl Sunday to drop under the new cap with cap hits included.

Section 4.03 Tags
(a) Deadline:
i) The Franchise, Transition, and Restricted tag designations must be made by: 48 hours after the NFL Super Bowl
(ii) The commissioner will let each manager know what players he may place various tags and designations on, along with the cost of doing so sometime soon after the season has ended.
(iii) The Franchise and Transition Tag values are adjusted twice yearly once upon the completion of wk 16 and once again after the OFAA.

Section 4.04 Blind Tag Auction
(a) Blind Tag Auction Info:
(i) There will be a special free agency period for acquiring franchise and transition players. After the deadline for declaring tags, the commissioner will request that all players submit a blind bid on any franchise or transition players they want. The purpose of this special bidding early in the offseason is to give players who are losing a franchise or transition player, time to plan for the rest of the offseason.
(b) Blind Tag Auction Period:
(i) Bids for all blind auction bidding can be sent to semiprofootballleague@gmail.com from:
1) Bids for all blind auction bidding can be sent to semiprofootballleague@gmail.com during the 48 hour period starting from the conclusion of the Tag Designation Period (after which all Tagged players will be officially announced by the Commissioner's office.
2) The original owners will then have another 48 hours after the Blind Tag auction is completed (and all the winning bids are announced by the commissioner's office) to declare whether they will be retaining their players or accepting compensation).
3) I will not be accessing this email at all during this period and will be sending in my bids just like the rest of us so please be advised that any bid that isn’t time stamped between those times above will not be considered a Bid. I will not be able to check if your email has been received so I suggest everyone at least send a test email to that address making sure your emails transmit.
(ii) All bids will be reviewed by the league commissioner after the deadline and will then be posted on the league message board for everyone to look at.
(iii) If a successful bid on either a franchise or transition tag player puts you over the salary cap. You will have 48 hours to come into compliance with the salary cap by dropping players (you will not be able to make a trade to get under the cap).
1) Failure to do so will result in losing your bid on the tagged player. If a bid is lost due to failure to comply with salary cap the owner with the next highest bid will win the player.
(vi) Trading resumes upon completion of the Tag Auction.
(v) Further information and rules regarding the Tags and Tag Auction can be found in Article III Section 3.06

Section 4.05 Rookie Draft:(a) Date: (i) The Rookie Draft will take place the second Sunday following the start of the NFL Draft and will be conducted online. (Unless otherwise decided upon through a league vote.)(b) Info: (i) There will be 6 rounds and the draft order will be as follows 1) Draft picks 1-6 will be reverse order of the Regular Season Standings
2) Picks 7 and 8 will be the Losers of the first round of the playoffs using normal Tie Breakers if needed.
3) Picks 9 and 10 will be the losers of the Second Round of the playoffs using normal Tie Breakers if needed.
4) Pick 11 will be the Loser of the League Championship Game
5) Pick 12 will go to the League Champion. (ii) The draft order remains the same in all 6 rounds, so the worst team gets the 1-1, 2-1, 3-1 and so forth.
(iii) Any rookie, who is not drafted, will enter the free agent pool. To sign rookies, some teams may have to make additional cuts to free up cap room. There is a minimum contract requirement to sign rookies in the first and second rounds of the draft and they are outlined on the rookie draft value spreadsheet.
(iv) The sixth (6th) round is untradeable.
(V) It is required that you spend at least One (1) draft pick on a defensive player. SO....if you trade away picks 1-5 then you must use pick 6 on a defensive player.(c) Rookie Draft Salaries and Contracts: (i) All rookies drafted in the first two rounds have a set base contract depending on their draft position. The values for the rookies can be found HERE
(ii) The players from the rookie draft will not be loaded onto your current roster until a week before the Offseason Free Agent Auction (OFAA). This means that you could be “OVER” the roster maximum of 25 players with the rookies that you have been waiting to add.
(iii) Anytime between the rookie draft and the weekly deadline before the OFAA you can make roster cuts (cap hits still in effect) and transition your rookies onto your team. Once a rookie has been transferred to your roster they will then be under the same guidelines as any other player. If a rookie hasn’t been transitioned to your team and only has a 1 year deal you can just choose to let this player become a free agent and move on without any cap hit. Once a player cut/rookie transition occurs you will not be able to go back and undo your move…..IT IS FINAL
(iv) Rookies must be transitioned to your team BEFORE the week early deadline for the OFAA. To request a player drop and rookie transition send an email to semiprofootballleague@gmail.com any time after the rookie draft but before the OFAA deadline
(v) Any player that is drafted and has a required minimum contract of 2 or 3 years will need to be placed onto your roster immediately following the draft (within 48 hours). If you do not have enough roster spots you will need to make cuts and if you do not have enough salary cap space you will need to clear some money up by cutting enough players. You will still have until the OFAA deadline to increase your 1st (3yr min) and 2nd (2yr min) round picks contract length.
(vi) Owners have the option to “opt out” of the draft at any point if they do not wish to draft anymore. It is not a requirement to draft any players at all. However as soon as you choose not to draft in any given round (including the first round) then you can no longer draft any longer and your picks are then forfeit.(d) Holdouts (i) Drafted rookies will not be subjected to becoming a holdout after their first season
(ii) If they have finished holdout eligible after year one it will be noted and if the rookie finishes inside the top 12 for QBs, TEs, Ks, or Top 24 for RBs, WRs, DLs, LBs, and DBs in their second year they will then be required to be handled as a holdout player.

(d) OBVIOUSLY THE EARLIEST PICK PROVIDED IN THE BID WILL RECEIVE THE PLAYER AND IF MULTIPLE OWNERS BID THE SAME ROUND PICK THE PLAYER WILL BE AWARDED TO THE OWNER THAT FINISHED LOWER IN THE STANDINGS

Section 4.07 Offseason Free Agent Auction (OFFA)
(a) Date:
(i) Each year there will be a live free agent auction on the Sunday of the second weekend of Preseason. Unless otherwise decided by the league to hold on a different day.
(b) Info:
(i) A week before the free agent auction is to take place managers will be required to submit any final player drops they would like to make to free up cap and roster room for the auction.
1) At this time all rosters must be down to the roster maximum of 30 and rookies must be transitioned.
2) This is also the deadline for determining if managers will sign their holdouts to be available to start at the beginning of the season.
(ii) The auction draft will take place online and info will be provided ahead of time to allow for prep.
(iii) The auction draft order will be snake style in the same order as first round of the rookie draft (Pending clarification on how RTS does draft order).
(iv) Managers will bring players up to bid at a minimum of $100. The highest bid will win the player. Each successive bid must increase the previous bid by at least $100.
1) Managers must turn on auto-pilot if they do not have the roster room to place the player on their roster.
2) You also cannot place a bid that would force you over the salary cap.
(v) Players cannot be traded or cut during the auction.
(vi) The auction will end when each team has passed on their turn to bring a player up to bid or filled their rosters.
1) Once you pass, you must turn your draft to auto-pilot.
2) You may not pass up your turn to bid until your roster has reached the minimum requirement of 36 players.
3) You must maintain enough cap room at all time to place the minimum $100 bid on a player to get your roster up to 36.
(vii) After the auction, any remaining unspent salary cap money is retained by the team and can be applied toward future use, such as renegotiating expiring contracts, bidding on in-season free agents or signing holdout players.
(viii) The Sunday before the start of the NFL season will be the deadline for announcing the lengths of the contracts for the players signed during the OFAA.
(ix) Certain players acquired from the OFAA will have minimum years to be signed to.
1) If the player went for over the transition price at their position, there is a 2 year minimum.
2) If the player went for over the franchise price at their position, there is a 3 year minimum.
3) The max, as is the case always, is 5 years.

Section 4.08 In Season Free Agent Auction (Blind Bid Waivers)
(a) Info:
(i) Free agents are available from the end of the OFAA until the start of the Week 14 Roster Lock Period. Free Agency then reopens briefly from the completion of our championship game until the NFL Super Bowl.
(ii) Free agent transactions during the season are accomplished through a daily blind bid auction system that is processed Tues through Sat Evenings at approximately 11:59 pm by the RTS Website.
(iii) Waivers will process on WED, THUR, FRI, SAT and SUN at approximately 12 am that morning
1) Bids are due the night before processing occurs. From Sun morning through Tues night, blind bids may be entered, but will not be processed until Wed morning.
2) You WILL NOT have the ability to pick up players on Sunday before game times so make sure your bench has enough players to start if injuries occur.
(iv) Waivers will be ran and fully automated through the league website. At any given point if you choose you want a free agent player you will be required to submit a bid via the Blind Bidding system using the remainder of your Salary Cap space
(v) When placing a bid you will need to choose the player to add and drop and then a dollar amount below.
1) The dollar amount you bid is assumed to be the salary you are willing to pay for the FIRST YEAR of the player added.
2) You will then have until the lock time of the player(s) next game, following pickup of the player, to inform us if you plan on extending that players contract for more than a year.
3) Contract Length’s must be posted on the League Message Board for all to see and then I will make the necessary changes online and document the length on both the RTS webiste and Spreadsheets.
4) After the player(s) lock time has been passed that player is automatically placed on a minimum contract length.
(vi) Also remember that any INVALID ROSTERS will cause you to score ZERO points until fixed and having less than roster minimums, more than the maximums or more than the salary cap will cause an illegal lineup.
(vii) The tie breaker for Waivers, in the event that some teams bid the same amount for the same player, will be based upon who places the bid first. This is the best option given by RTS.
(viii) If you use the in-season free agent system to reacquire a player you have dropped that hasn’t passed through a waiver period, he will retain his previous contract.
1) This prevents teams from unfairly decreasing the price of their players or increasing the number of years the player is signed.
(ix) If the bid on a player goes for over the transition price at their position, there is a 2 year minimum contract.
(x) If the bid on a player goes for over the franchise price at their position there is a 3 year minimum.
(xi) The max, as is the case always, is 5 years.

Section 4.09 Playoffs
(a) General Info:
(i) The league has been broken up into four divisions.
(ii) We play a 13 week schedule where everyone plays everyone else at least once and the other teams in their division twice.
(iii) The playoffs will take place in weeks 14, 15 of the NFL regular season, with the SPFL Super Bowl taking place in week 16.
(iv) The winner of each division will automatically be in the playoffs. There will be two wild cards that may come from any division.
(v) Top 2 Division winners will receive a Bye week.
(b) Tie Breakers:
(i) Overall Record (Win Pct.), Total Points Scored, Head to Head, Total Points Against
1) If there is ever a 3-way (or more) tie within a division. Head-to-head must be a complete sweep of two wins per team tied.
2) Barring this, the head-to-head tiebreaker is skipped, and the normal progression of tiebreakers is used until a team is eliminated, at which point the tiebreakers proceed from the beginning again.
(c) Division Seeding:
(i) The #3 Division Winner will play the #2 Wildcard (#6 overall seed) and the #4 Division winner will play the #1 Wildcard (#5 overall)
(ii) The lowest seeded winner will play the #1 overall seed in the second round of the playoffs and the other winner will play the #2 overall seed in the second round.

Article V. Miscellaneous
Section 5.01 League Expansion or Contraction
(a) Expansion:
(i) In the event that the League should ever need to expand the number of teams within the League the guidelines are as follow:
1) They will also participate in a draft from the current teams. Each of the current teams will be allowed to protect 3 players from the new teams. For each of the players that are selected from their team, they may protect an additional 3 players. The most any current team can lose is 3 players from their team. The expansion draft will continue until both new teams pass on their pick, or reach a maximum of 10 players acquired via the expansion draft.
2) The expansion draft will take place sometime before the new season begins, so that teams will be able to designate tags on various players, after they know what the new outlook for their teams is.
3) The rest of the expansion teams’ rosters will be acquired via the blind bid tag auction, the rookie draft and free agency.
4) The expansion teams will be given the top two spots in each round of the rookie draft.
(b) Contraction:
(i) Will be addressed at a future time if necessary

Section 5.02 Commissioner
(a) Responsibilities:
(i) The commissioner is responsible to setup the draft and auctions each year, to setup the league on the League MFL website, and maintain the League Google website.
(ii) He is responsible to make the league as fun and as competitive as possible. He will be responsible for collecting money and making sure that fees and payouts are taking care of.
(iii) If the commissioner deems it necessary, he can change or create policy to handle ambiguous, unfair or un-fun situations at any time.
(iv) He is, however, not responsible for your lack of knowledge due to ignorance
(b) Disclaimer:
(i) The commissioner has made every effort to provide comprehensive and fair rules. However, due to the unusual level of complexity in this league, the commissioner will make changes to the rules on the fly if needed.
(ii) If you have concerns about the commissioner’s ability to fairly administer such changes, don’t join the league or send in your notice to vacate.
